High Risk Sex Offender Changes Address and Vehicle Plates

JAMESTOWN - Jamestown Police are warning residents of a convicted high risk sex offender who has changed his address in the community, acquired a second vehicle and changed his vehicle plate imprints.
 
Richard Vondel is now living at 455 2nd Street SW.  He drives a 1997 Silver Dodge Ram 1500 with North Dakota license plate LV&RV and a bronze 1991 Buick Park Avenue with ND license LOB1
 
He's a 68-year-old white male standing 5 feet 4 inches and weighing 165 pounds. He has brown eyes and hair.  His file photo shows him with a receding hairline and mustache. 
 
The Office of Attorney General assigned Vondal a high risk assessment after four convictions.
 
He was convicted in June, 1987 of Gross Sexual Imposition in Grand Forks County District Court, ND after raping a 12 year old girl who was babysitting at this home. 
 
In July, 1996, he was convicted of Gross Sexual Imposition in Morton County District Court, ND after getting a pry bar from his trunk and threatening a woman to take off her clothes.  She ran to the highway and was rescued by other motorists.
 
Vondal was convicted in September, 1999 of Sexual Assault and of Gross Sexual Imposition in Morton County District Court, ND after convincing a 15 year old girl to come with him to visit his daughter.  Instead, he drove her out of town and forcibly fondled her.
 
He is not wanted by police at this time and is on parole and GPS monitoring.
 
Police Chief Scott Edinger cautions residents that any attempts to harass or intimidate Mr. Vondal, his family, landlord or employer, will be turned over for prosecution.
