North Dakota House Bill 1588 would shift responsibility away from public and private entities for injuries caused by people allowed to carry concealed weapons. The bill is intended to lessen the fear of lawsuits among organizations and businesses.

The bill would also allow for some entities to prohibit firearm possession in public areas that people can only access by passing through metal detectors or armed personnel. Local governments, counties, cities and townships would have the authority to enforce this.

Supporters feel this bill would eventually make carrying safer while opponents fear that allowing guns into environments such as the college campus could be a safety concern.
