The North Dakota House of Representatives voted to sustain Governor Kelly Armstrong’s first veto on Thursday, after the Senate moved to overturn his veto. Armstrong vetoed Senate Bill 2261 on March 21, a bill that sought to create a prison industries workforce development tax credit.
The credit be a non-refundable tax credit supporting prison industries. Representative Jared Haget advocated for the House to override the veto. He said the bill supported Rough Rider Industries’ workforce development efforts, which has had positive results in recidivism rates.
Representative Emily O’Brien had the opposite opinion, advocating for the House to sustain the veto as she believed the bill would not address workforce shortages and would not bring in new business for Rough Rider Industries.
