North Dakota’s Senate voted down House Bill 1259 by a 15-32 margin on Monday. The bill was completely rewritten from its original House-approved version, changing from permanent standard time to permanent daylight saving time if Congress authorized it and neighboring states followed suit. Despite unanimous committee support, opponents argued future legislatures should decide if federal rules change. Sen. Chuck Walen noted construction and recreation industries favored permanent daylight saving time to maximize summer daylight hours.
