
A recently accessed file from the Bureau of Criminal Investigation has revealed new information in the Ray Holmberg case. Individuals connected to the State Board of Higher Education may have known about his conduct. Court documents show 81-year-old Holmberg traveled to Prague 14 times over a decade seeking commercial sex with boys while using an alias. Investigation files revealed he shared details of these activities with Nicholas Hacker, who served on the Higher Education Board for 8 years, and Bruce Gjovig, who founded the UND Center for Innovation. The North Dakota University System has read the recent reporting, and responded, saying: “We feel deep despair for the victims and their families, and shock that individuals connected to the State Board of Higher Education of North Dakota University System, may have had knowledge of Holmberg’s conduct.”
