
North Dakota will offer blackout license plates starting August 1, following Governor Kelly Armstrong’s signing of legislation on April 30. The plates will feature white letters and numbers on a solid black background, providing vehicle owners with what state DOT Director Brad Schaffer describes as “a sleek, bold and modern look.” The plates will cost an additional $25 beyond regular registration fees. Officials project over 116,000 blackout plates will be issued over the next four years, generating approximately $6.7 million while costing about $1.5 million to produce. North Dakota follows several states in offering this popular option—Iowa pioneered blackout plates in 2019 with over 450,000 issued by 2022, Minnesota sold 248,000 in 2024, and Colorado sold nearly 170,000 in their first year.
