Now that North Dakota’s Legislative Session has concluded, here’s a summary of what went down: North Dakota lawmakers adjourned their 2025 session on May 3 after passing a record $20.3 billion two-year budget. Their property tax reform plan expands the primary residence tax credit from $500 to $1,600, potentially eliminating tax obligations for one-third of households. Legislators banned cellphones in public schools and rejected free meals for all students but expanded eligibility criteria for free meals. Health care reforms include a $25 monthly insulin cost cap and regulations on insurance prior authorization processes. Criminal justice initiatives allocated millions for correctional facility expansions and established a task force for Missing and Murdered Indigenous People. Culture war legislation largely failed, though a ban on gender-neutral bathrooms passed. Local control diminished with prohibitions on ranked-choice voting and “sanctuary city” policies. Energy sector regulations were loosened while carbon capture project regulations failed.
