Budget Reconciliation Bill Passes Narrowly

The House Budget Committee narrowly passed a budget reconciliation bill that increases farm program spending by $60 billion over 10 years while cutting the SNAP program by $300 billion. The vote, held during a rare Sunday night session, passed 17–16 after four Republican members switched their votes to “present,” allowing the bill to advance.

The measure, dubbed the “One Big Beautiful Bill,” also includes changes to Medicaid and energy tax policy.

On the agricultural front, the bill raises reference prices in the Price Loss Coverage (PLC) and Agricultural Risk Coverage (ARC) programs, expands Dairy Margin Coverage (DMC), and increases payment limits. It also allows for 30 million additional base acres to be added to farm programs, addressing previously unrecognized production areas. Tax provisions include restoring 100% bonus depreciation and increasing the qualified business income deduction. The full House is expected to vote on the package before the Memorial Day break.
