Bismarck Man Charged in Medicare Fraud Scheme, Part of Nationwide $14.6 Billion Crackdown

A Bismarck man faces federal charges in a Medicare fraud scheme. Isaac Osei Afoakwa, owner of Bismarck Transportation Services, allegedly submitted $100,000 in false claims to North Dakota Medicaid and fraudulently obtained over $1.6 million in COVID-19 relief loans, including PPP and disaster loans he wasn’t entitled to receive.

The charges are part of a massive nationwide crackdown announced Monday, where 324 defendants face charges for healthcare fraud and illegal drug schemes involving over $14.6 billion in false billings and more than 15 million illegally diverted pills. Federal agents seized over $245 million in cash, luxury vehicles, and other assets during the operation targeting those who allegedly defrauded programs designed to help elderly and disabled Americans.
