
Gov. Armstrong at HALT Fentanyl Act signing on July 16
Governor Kelly Armstrong joined President Trump at the White House Wednesday, July 16 for the signing of the HALT Fentanyl Act, permanently classifying all fentanyl-related substances as Schedule 1 drugs alongside heroin.
Armstrong was an original co-sponsor of the 2022 legislation during his time in Congress. The law closes loopholes that traffickers could exploit by making permanent the temporary restrictions first imposed by the Trump administration in 2018, according to Armstrong’s press release.
The HALT Fentanyl Act amends the Controlled Substances Act while still allowing FDA-approved medical use of Schedule II fentanyl for legitimate purposes. It also streamlines research registration to allow more scientists to study fentanyl-related substances.
“Fentanyl is killing North Dakotans in communities across our state,” Armstrong said, praising the law for treating the drug “with the severity it deserves.” The bipartisan legislation was led by Republican senators and House members from both parties.
