Stutsman County Commission: No Property Tax For New Senior Housing Development

The Stutsman County Commission unanimously approved supporting a 17-year tax incentive for a new affordable senior housing project in Jamestown at Tuesday’s meeting.

Buffalo Manor Apartments plans to build 39 senior housing units west of Walmart, with potential expansion to 117 total units across three phases. The $15.4 million first phase would receive zero property tax payments from 2028 to 2044 under the proposed incentive.

Beyond Shelter Inc. CEO Dan Madler alluded that the tax break isn’t just about saving the developer money – it’s actually a strategic move to make their application more competitive when they apply for the bigger funding sources (tax credits) from the state. The county would forgo about $171,000 in tax revenue over 17 years, but construction could begin in September 2026.

The Jamestown City Council will hold a public hearing on the request August 4th. The commission also approved a new public comment policy brought forth by State’s Attorney Fritz Fremgen, limiting individual speakers to two minutes and total commentary to 16 minutes, as required by recent state legislation.
