Congress is gearing up for a tough battle over a “skinny” farm bill this fall to address key agriculture programs left out of the earlier announced “One Big, Beautiful Bill.”
Bipartisan cooperation is essential, but deep GOP-led cuts to the SNAP program have made Democrats hesitant to sign on. While House Agriculture Chair GT Thompson hopes to release bill text in September, however the fall calendar is crowded with government funding meetings and recesses. Many lawmakers and most ag economists predict the final farm bill won’t pass until 2026.
The bill’s priorities include reauthorizing the Conservation Reserve Program, adjusting USDA loan limits, expanding rural broadband, setting industrial hemp regulations, addressing pesticide-related lawsuits, and modifying California’s Prop 12 livestock housing standards.
