North Dakota lawmakers voted to hire Garty Consulting for up to $225,000 to study the effects of the state’s term limits law, despite opposition from several legislators who called it unnecessary spending, according to reports fromMichael Achterling of the North Dakota Monitor. Under the 2022 ballot measure, lawmakers can serve only eight years in each chamber, with up to 69 legislators being termed out in 2028. Senate Majority Leader David Hogue warns of a potential “trainwreck” with 50% turnover over several years. However, House Minority Leader Zac Ista and Senator Sean Cleary questioned spending on a study with predictable results. The consulting firm will survey the public and conduct focus groups, delivering a final report by April 2026 on how term limits will impact the legislature’s effectiveness.
