Minot woman charged with murder after Saturday shooting

A 43-year-old Minot woman has been charged with murder following a fatal shooting Saturday afternoon in southeast Minot, according to the Forum. Police were called to a residence in the 1000 block of 39th Avenue Southeast around 3:04 p.m. after reports of gunfire. Officers found 38-year-old Lance David Phillips of Minot suffering from gunshot wounds. He was transported to a local hospital where he was pronounced dead. Racheal Kathryn Foster was taken into custody at the scene, initially arrested for felony drug paraphernalia possession. After further investigation including interviews and evidence collection, Foster was charged Sunday with murder, a Class AA felony, and transported to Ward County Jail. The case remains under investigation by the Minot Police Department. Anyone with information is asked to contact Minot Police.
