SNAP Benefits Resume With Delays, Confusion Lingering

SNAP food-assistance payments are moving toward restoration in North Dakota after the shutdown pause, but timing and future requirements remain unclear.

North Dakota Health and Human Services said late last week that full November SNAP benefits will resume, now that federal approval has allowed states to restart monthly payments.
Households that received only a partial deposit earlier in the month will receive the remainder automatically, while families who received no November payment are still waiting for their full load.

State officials have not confirmed the exact day benefits will appear on EBT cards. The agency has indicated deposits could process early this week, but federal and state system updates must finish before the funds are released.

Agriculture Secretary Brooke Rollins signaled the federal government may eventually require SNAP recipients to reapply, but no timetable has been announced, and North Dakota has not issued its own guidance.

Food-pantry demand across the state has increased during the lapse. The Great Plains Food Bank and partner sites in Stutsman County continue assisting families while they wait for full benefits to return.
