A “do not pass” recommendation was carried to North Dakota House Bill No. 1491 from the House Education Committee on Monday. The vote for the recommendation was backed by a 9-5 decision.

The bill is intended to make the transfer process for high school students in activities easier. The bill would eliminate any recruit and undue influence rules or penalties and grant immediate varsity eligibility upon proof of required documentation and no limits on the number of times a student may transfer.

Opponents of the bill fear that too much transfer freedom may lead to a chaotic and less organized athletics system. Supporters have stated that missing out on athletic seasons for reasons outside of their control, such as a parental move, is not fair and a detriment to the participating student.
