South Dakota Lawmakers Advancing Bills Aimed at Pipelines

South Dakota lawmakers advanced numerous bills targeting carbon dioxide pipelines in the state, including a moratorium on new permits until federal safety rules are finalized and also a bill allowing landowners to sue pipeline companies for alleged misconduct.

The moratorium bill passed narrowly, while the land agent bill would let landowners void agreements and seek damages if they prove fraud, harassment, or deception.

Critics argue existing laws already cover such topics, while supporters say stronger protections are needed.

Another bill would ban carbon pipeline companies from using eminent domain. These legislative efforts come in response to Summit Carbon Solutions’ proposed pipeline, reflecting ongoing concerns over land rights, safety, and regular oversight.
