The North Dakota Highway Patrol has identified one of the victims as 25-year-old Hannah Kocher, an eighth grade social studies teacher at Watford Middle School. Kocher and a 5-year-old girl died when a Peterbilt truck driven by 41-year-old Mickey Gramley of Tennessee ran a stop sign on 23rd Street Northwest and struck their Ford Fusion. The driver, 24-year-old Jacob Shepard of Watford City, remains hospitalized in Bismarck with serious injuries. The Highway Patrol says possible charges against both Gramley and Shepard are under investigation. All occupants were wearing seatbelts at the time of the 8:30 a.m. crash at the intersection of Highway 85 and 23rd Street Northwest.
