Suicidal man on Capitol grounds now faces a felony charge

Tensions were high on the State Capitol grounds Monday afternoon, as police bargained with an armed man threatening his own life. A man called 911 stating that he intended to harm himself that Monday afternoon, according to the NDHP. A shelter-in-place order was in effect after police learned of the man’s location. After the incident ended safely after a four-hour standoff, the man was taken into custody. Since then, the man’s identity has been revealed. Joseph Pratt of Bismarck was charged with terrorizing, which is a Class C felony.
