Rising Costs Push ND Counties to Seek Ballot Overrides for State Property Tax Limit

Nov 2, 2026 | 3:24 PM

To avoid service cuts, voters in two North Dakota counties are weighing whether they should override the state’s 3% property tax cap this week, according to from the North Dakota Monitor.

Divide and Traill counties have measures on the ballot that would make it possible for officials to breach the property tax limit set by state lawmakers last year. Divide County is looking for an extra 2% to cover basic operations, and Traill County is seeking an additional 6.4% so they can manage rising staffing costs, healthcare, roads, and emergency services.

With insuficcient funding to meet county needs, leaders warn that if these measures don’t pass, budget shortfalls will potentially lead to staffing reductions, and therefore service cuts.
