A state audit says Valley City State University lacked required documentation for more than $266,000 in tuition waivers, a claim VCSU is partly disputing.
The State Auditor’s Office says the university awarded nearly $193,000 in waivers to 131 students during fiscal years 2024 and 2025. Valley City State also awarded more than $73,000 in assistance through its rural teacher support program to 64 students.
Auditors say they found missing applications, approvals and other eligibility records. They claim that prevented them from determining whether the students qualified or whether the programs achieved their intended purposes.
VCSU officials dispute some of the findings, while saying they have make record-keeping improvements to prevent future issues. They also said in a statement that they ended cultural and diversity waivers after directives from the Trump Administration in 2025. VCSU says they fired most of the staff that handled those departments and approvals. Officials say that much of the documentation and records were discarded during that transition.
The school says it has now centralized its approval and eligibility records.
